Bronx city councilman Oliver Koppell introduced a resolution into the New York state legislature calling for curtailing any plans to expand Westchester County Airport (HPN) in White Plains, N.Y. The resolution claims that wastewater runoff from expanded runways could pollute the Kensico Reservoir, through which 90 percent of the city’s water flows. The Westchester County board of legislators passed a similar resolution opposing expansion at HPN. Andrew Spano, chief executive of the county, has gone on record opposing expansion at the airport. Koppell’s resolution would have no legal effect on the airport, but is seen as part of a growing anti-airport sentiment in the White Plains area.
