NBAA’s prophecy is coming true. The FAA published a “show cause” notice to extend the flight-reduction program through October 31 at Chicago O’Hare International Airport. The program went into effect on November 1, originally with an expiration date of April 30. NBAA criticized the FAA for not involving the general aviation community in this decision and commented, “Based on previous experience, we have doubts about assurances the program will not be extended beyond six months.” The program limits all IFR and VFR unscheduled Part 91 and 135 flights to four operations per hour from 7 a.m. to 9 p.m. daily. DOT Secretary Norman Mineta cited a reduction in delays resulting from the limitations as the reason for extending them.
