Los Angeles World Airports (LAWA) is busy trying to figure out how to hasten the phaseout of Stage 2 business jets at Van Nuys Airport (VNY). The L.A. Board of Airport Commissioners directed VNY operator LAWA to pursue a program that is provided for under what the board claims is a grandfather clause in federal law whereby Stage 2 operations would be phased out over a seven-year period. LAWA is already embroiled in a Part 161 study of Van Nuys, which could lead to elimination of Stage 2 jets, but not for many years. The L.A. board believes that pursuing both the Part 161 study and the grandfather-clause phaseout program will most quickly deliver the desired result–no more Stage 2 operations at VNY. Of the 188 business jets based at VNY, 87 are Stage 2. Current “non-addition” rules prevent anyone from basing more Stage 2 jets at the airport.
