The NTSB on October 31 was scheduled to release the final report on its investigation into the crash of a Challenger 600 at Teterboro, N.J., after it overran the runway while attempting to take off. The Feb. 2, 2005, accident helped launch the FAA’s current scrutiny into air-taxi operators, management firms and brokers and led to certificate and civil actions against several companies in connection with the operation and management of the flight.
