The comment period was delayed from August 14 to October 12 on proposed changes to U.S. Customs requirements for air carriers, including Part 135 air-taxi operators, to transmit passenger manifests on international flights. Operators would have to submit complete international passenger manifests at least 60 minutes before departure for flights both inbound to and outbound from the U.S. Alternatively, operators will be able to transmit manifest information as each passenger checks in for the flight “up to but no later than 15 minutes” before departure. Under current regulations, air taxis must submit detailed passenger manifests to Customs no later than 15 minutes after departure for the U.S.
