Following an investigation by the DOT Inspector General’s office on the safety of the Dalton 19 departure at Teterboro Airport in New Jersey, ATC is no longer permitted to issue a clearance to fly the departure unless the pilot specifically requests the procedure. The change ensures that only pilots familiar with the Dalton 19 departure will be cleared to fly it. ATC is also not permitted to issue a verbal description of the procedure. In an effort to prevent miscommunication, the pilot must possess a copy of the Dalton 19 departure procedure on the flight deck.
