Aviation alphabet groups are busy deciphering the legal jargon in the 55-page notice of proposed rulemaking issued Tuesday that will require private aircraft operators to submit passenger manifest data before any arrival in or departure from the U.S. “We expect that many of the more sophisticated private aircraft operators…would be able to adapt to the proposed requirements. However, we are quite concerned with the effect of this rule on the smallest of operators,” NATA president James Coyne said. According to NATA, some flights might originate from locations without electrical power, let alone the high-speed Internet connection that is necessary to submit the electronic manifest data. Meanwhile, NBAA said it supports policies that aim to strike an appropriate balance between freedom of mobility and America's homeland security needs. “While we don't yet know all the specifics in the forthcoming proposed rule,” it said, “we will continue working with federal officials to make policies regarding passenger manifests or other security measures as workable as possible.”
