NTSB chairman Mark Rosenker told the House aviation subcommittee yesterday that his agency is disappointed with the FAA’s response to five of six aviation items on the NTSB’s Most Wanted List of safety improvements. The five items red-flagged as “unacceptable” are: stopping runway incursions (on the list since it was created in 1990); reducing dangers to aircraft flying in icing conditions; improving audio and data recorders and requiring video recorders on aircraft; reducing accidents caused by human fatigue; and improving crew resource management for Part 135 operations. The Safety Board classifies the sixth item–eliminating flammable fuel/air vapors in fuel tanks of transport-category aircraft–as “acceptable but progressing slowly.” Of the five modes of transportation under the NTSB’s jurisdiction, aviation has by far the most safety recommendations classified by the Safety Board as “unacceptable.”
