The FAA has released an NPRM for FAR Part 145 repair stations that proposes revising the established rating system to eliminate the current class system in lieu of more general ratings such as “airplane.” In addition, it would require all Part 145 repair stations to implement an expanded quality- assurance program, citing its criticality to “maintaining safety.” The FAA estimates that developing the program at a small repair station would cost about $35,000.

If implemented, the NPRM, among other things, would require repair stations to maintain a capability list, designate a chief inspector and maintain a permanent facility with appropriate equipment, material and personnel. It would also detail the conditions under which the FAA can deny a repair station certificate and give the agency more clout in policing work conducted by non-certified repair stations. Comments on Docket Number FAA-2006-26408 are due at the FAA no later than March 1.
