The Aeronautical Repair Station Association (ARSA) has filed a complaint with the FAA against Rolls-Royce alleging the engine maker does not provide basic safety information as required by the FARs. ARSA’s managing director and general counsel, Marshall Filler, said the complaint alleges Rolls-Royce refuses to provide Instructions for Continued Airworthiness (ICA) to Helicopter Engine Repair Overhaul Services of Glendale, Calif., which is required to have an ICA to perform maintenance on the Model 250 engine. “The failure of some aircraft, engine and component manufacturers to make complete ICAs available to qualified and certified maintenance providers is an industry-wide problem,” Filler said. A Rolls-Royce spokesman told AIN, “Rolls-Royce policy is to follow the legal requirements for releasing maintenance information on the Model 250 engine. We’ve just received the formal complaint and we’re reviewing it.”
