Rules that enable qualified general aviation operators to resume flights into and out of Ronald Reagan Washington National Airport (DCA) went into effect last month, and interested operators can start the complicated application and approval process. This includes adoption of a DCA Access Standard Security Program; arrival at DCA only from a Transportation Security Administration-approved “gateway airport”; TSA screening of aircraft, crew, passengers and baggage; and reimbursement of costs to the TSA. The TSA has released the application process and guidance materials for aircraft operators, FBOs and armed security officers seeking or supporting access into DCA. All required documents and guidance can be downloaded from NBAA at web. nbaa.org/public/ops/airports/dca.
