The National Transportation Safety Board issued four safety recommendations after its investigation into the January 27, 2009 loss-of-control crash of an Empire Airlines ATR 42-320 at Lubbock Airport (LBB), Texas. The NTSB said the flight crew failed to monitor and maintain a safe airspeed during an approach in icing conditions.

The Safety Board believes recalibrating the ATR-42’s stick-pusher activation system would help pilots recognize impending stalls sooner. They called on the FAA and EASA to revise the stick pusher’s angle-of-attack activation point.

NTSB also wants both organizations to re-evaluate all transport airplanes that are equipped with stick pushers to be sure the activation angle of attack is not set too high.
