Mordechai (Moti) Boness was named president of Israel Aircraft Industries International, the company’s American subsidiary headquartered in New York. Boness replaced David Onn, who retired after a 47-year career with the company. Boness, previously corporate vice president and general manager of IAI’s commercial aircraft group, joined the company in 1966. His replacement is Gadi Cohen, who was manager of the commercial aircraft group’s manufacturing plant.
Michael Prieto was appointed president, CEO and shareholder of Portland, Ore.-based Simplex Manufacturing Co. He replaced David Valaer, who resigned but is remaining with the company as a director and shareholder. Prieto had spent the last nine years with Air Methods as president of the products division.
Honeywell named William Birtcil as v-p of communication for the company’s aerospace business unit, with responsibilities for overseeing marketing communications, media relations, employee communications and crisis and issues management. He succeeded Dennis Signorovitch, who has retired after 25 years with the company. Before joining Honeywell, Birtcil spent 12 years at Pillsbury, where he served in various positions, including v-p of corporate affairs and executive director of The Pillsbury Co. Foundation.
Jane Garvey, FAA Administrator from 1997 to 2002, has joined APCO Worldwide as executive vice president and chairperson of its transportation practice. Garvey, who as FAA Administrator attended five AirVenture Oshkosh events, will also serve as lecturer and research scientist at the Massachusetts Institute of Technology Center for Transportation and Logistics. APCO is a global public-affairs and strategic-management firm headquartered in Washington, D.C., with offices in 23 cities throughout North America, Europe, Asia and Africa. Former acting deputy FAA Administrator Monte Belger was named vice president of transportation systems solutions for Rockville, Md.-based Lockheed Martin Air Traffic Management.
Jensen Beach, Fla.-based STS Holdings, an aviation staffing company, promoted Philip Anson Jr. to president. He was executive vice president.
Boulder, Colo.-based SimAuthor, the developer of Flight Viz and Flight Analyst software, promoted Charlie Douglas to president and COO. He was v-p of engineering and programs.
Mario Larose was named v-p of the custom electronics business unit for Montreal, Canada-based CMC Electronics. He was v-p of marketing for EXFO Electro-Optic Engineering.
Sabreliner has realigned its domestic and international sales and marketing team and corporate communications structure. Mike Coate rejoined the Sabreliner companies as v-p of corporate aviation sales, with responsibility for Midcoast, Sabreliner and Premier Turbines. Most recently, Coate was v-p of the aircraft division at BizJet International. Jack Vaughn was named v-p of corporate aviation marketing and corporate communications. He leads the corporate aviation marketing effort for Midcoast, Sabreliner and Premier Turbines and also manages employee and corporate communications. Ann Hein was promoted to director of corporate aviation marketing and employee communications. Donald Burke was promoted to director of government and international business. Gene Harbula has changed responsibilities as senior vice president; he now leads strategic development and will continue to manage the corporation’s contracts department, while undertaking special projects for the family of Sabreliner companies.
Bill Brown was named senior v-p of sales and marketing for Miami-based Avborne. Brown joined the company from Midwest Express Airlines, where he served for three years as v-p of maintenance and engineering.
Long Island, N.Y.-based Executive Fliteways announced three personnel appointments. Andrew Ladouceur was named vice president, with responsibility for client services and expanding customer product offerings. He was previously v-p of operations and customer service at Summit Aviation and operations manager with New York Helicopter, both based in Farmingdale, N.Y. James Prinzivalli was named director of dispatch. Ari Sarmento is the company’s new director of training. He was promoted from the assistant chief pilot position.
Dean Anderson was named service center network director at Dassault Falcon Jet. He was a consultant to the company serving as liaison with fractional fleet operators.
David Morris was named v-p of aerospace for Pittsburgh-based PPG Industries. He was global general manager of sales and marketing for the company.
Lincoln, Mass.-based Avidyne promoted Mark Sandeen to v-p of sales and marketing. He was most recently director of sales and marketing at the company, where he was responsible for the early success of the FlightMax product line at several OEMs and instrumental in the launch of the FlightMax Entegra integrated flight-deck system.
Corona, Calif.-based Pacific Southwest Instruments named Brian Loflin to senior v-p of marketing, sales and operations. Loflin was a marketing leader for Goodrich, where he managed sales and distribution of aftermarket components and repair services.
Albuquerque, N.M.-based CSI Aviation Services, known as Charter Services, named Ralph “Chip” Parker as executive v-p. Parker recently retired from the U.S. Marine Corps as a brigadier general, where his last assignment was commanding general of Marine Corps bases in Hawaii.
Mesa, Ariz.-based Extex named Dave Daniels to the new position of v-p of sales and marketing. He was most recently director of technical services at Honeywell in Phoenix.
John Wraga Jr. joined the Cambridge Group as a principal. He previously managed the Bedford, Mass. FBO under the Beechcraft, Raytheon and Mercury Air Center umbrellas.
Hollywood, Fla.-based TSH One named Sandrine Bonnet as a sales executive for aircraft sales, leases and air charter for the company’s new sales office on the French Riviera.
Jeff Kroeller was named sales and marketing manager at Marysville, Wash.-based Lamar Technologies. He joined the company from Precision Aviation Products.
Waterford, Mich.-based Aerodynamics hired three new employees, all of whom joined the company from DaimlerChrysler. Rick Jakubowski was named account manager in support of the company’s flight-managed customers. Steve Antuna was appointed dispatch manager. Patricia McConnell was named charter manager.
Jeff Smith is the new director of line services at Portland, Ore.-based Flightcraft, with responsibilities for overseeing the line departments at the Portland and Eugene, Ore. locations, all line-service quality control and service procedures.
Atlantic Aviation named Glen Gross regional director of East Coast operations. Gross is responsible for overseeing Atlantic’s facilities in Long Island, N.Y.; Teterboro, N.J.; Philadelphia and Northeast Philadelphia, Pa.; and Bridgeport and Hartford, Conn. He also serves as general manager of Atlantic Aviation Long Island.
FlightSafety Boeing Training International named Paul Isaacs as training-center manager for its UK-based Manchester Training Center. He joined the company from Evans & Sutherland Commercial Simulation.
The International Business Aviation Council announced new executive team members. Paul Stinebring was named chairman. Stinebring, a director of NBAA and a member of the Emerson Electric flight department, replaced Brian Humphries. Rui d’Aquino of the Brazilian Business Aviation Association and TAM Aviation is vice chairman. Olivier de l’Estoile of EBAA France and Dassault Aviation was named treasurer. Don Spruston continues to serve as director general.
Steven Baker was appointed deputy aviation director for the Miami-Dade Aviation Department. Baker, who was deputy general manager at Hartsfield-Atlanta International Airport, is handling operations, maintenance, security business, finance, marketing and administrative services. Dr. Carlos Bonzon will continue as deputy aviation director with responsibilities for planning, facilities and capital development.
Thomas Thatcher was named director of aeronautics for the state of New Jersey. He was manager of the Bureau of Administrative Practice and Public Law Administration.
The NTSB promoted Jeffrey Guzzetti to deputy director of regional operations in the office of aviation safety, with responsibility for managing the 10 NTSB aviation regional offices and all general aviation accident investigations. He was investigator-in-charge in the major accidents division. In other NTSB news, Georgia Snyder was named regional director of the new regional office in Alaska. She was previously director of the southcentral regional office in Arlington, Texas. David Bowling was named regional director of the new office in Denver. Paul Cox was named regional director of the Board’s newly created Mid-Atlantic regional office in Washington.
