David Horton was named president of Heli-Dyne Systems, an affiliate of CJ Systems Aviation Group. Horton reports to CJ Systems president and COO Larry Pietropaulo following a recent restructuring of Heli-Dyne Systems under both companies’ parent, FSS Airholdings. He held prominent positions at both Bell Helicopter and American Eurocopter.
Gille Morin was named chairman of Sicma Aero Seat, a Zodiac subsidiary. He succeeded Christian Novella, who became senior v-p for the technology segments of the Zodiac Group.

Paris-based Messier Services International named Gilles Bouctot as chairman and CEO. He replaced Benoit Gosset, who will take another position within the Snecma Group. Bouctot was special project director in charge of strategic analysis for Messier-Dowty and Messier Services.
Fractional aircraft provider NetJets last month hired David Miller as its senior vice president of fleet management. Under Miller’s leadership, the fleet management department will direct and execute fleet specification/acquisition, maintenance programs and aircraft disposal planning and preparation. Miller held key leadership positions at GE Aircraft Engines, IMP Group International and Spar Aerospace. Before joining NetJets he was the senior vice president and general manager of L-3 Communications/EMP Systems in Simi Valley, Calif.
Bill Magyar was promoted to director of regional maintenance training operations for FlightSafety International. He was most recently manager of the Wichita Raytheon Learning Center.
Jeffrey Agur was promoted to v-p of Atlanta-based The VanAllen Group. He joined the company in 2002 as director of business operations. Also at The VanAllen Group, Angela Smith joined the firm as director of operations.
Dassault Falcon Jet announced the appointment of Jean-Michel Jacob to v-p of international sales for the Western hemisphere and the Far East, including mainland China. Jacob joined Dassault in 1987.
Signature Flight Support named Jeffrey Magnus as general manager at the company’s Palm Springs International Airport, Calif. facility. Magnus was previously the largest shareholder and president of Magnus Aviation, a Wisconsin-based company that owned and operated two full-service FBOs.
James Rogers has joined the board of directors for Lord Corp. He is executive v-p of Eastman Chemical and president of Eastman Division.
John Arbach was named AAC regional sales manager for South America for Agusta Aerospace, an AgustaWestland company. He was head of international sales for Latin America for Evergreen Helicopters.
Greenwich, Conn.-based CitationShares named Michael Calman senior v-p and chief marketing officer to oversee all of CitationShares’ marketing efforts. Calman joined the company from Bergdorf Goodman, where he was senior v-p of marketing and public relations.
Ricky Leung was appointed director of business development for Bombardier’s Flexjet Asia-Pacific charter network based in Hong Kong. He joined the company in February 2002.
Mark Karls joined Savannah Air Center of Savannah, Ga., as manager of aircraft maintenance. He was most recently hangar manager for the Gulfstream line at Gulfstream’s service facility in Dallas.
Ron Vinson was promoted to director of maintenance standards for FlightSafety International. Vinson has been a member of the FlightSafety team for 24 years, serving as an instructor for pilots and maintenance technicians.
GMAC Commercial Finance announced the expansion of its business aviation group with the addition of three seasoned aviation lending professionals–Chuck McGuire, Don Nipper and Patty Williams. The new Texas-based group is part of GMAC CF’s equipment finance division. McGuire, now the senior vice president and managing director of the business aviation group, previously built and managed the development of Textron Financial’s international aviation business for nearly 20 years. Nipper, also a seasoned professional in the general aviation sector, has more than 30 years of experience, primarily on the sales and marketing side. Williams will complement the group by providing her expertise in the area of marketing support, deal management and transaction closure.
