The DOT and the Federal Aviation Administration (FAA) have granted a joint waiver request of Delta Air Lines and US Airways to allow the two carriers to swap slots at New York LaGuardia Airport and Ronald Reagan Washington National Airport.

The U.S. Court of Appeals for the District of Columbia yesterday granted a petition by the Port Authority of New York and New Jersey to order a stay of the FAA’s plans to auction takeoff and landing slots at Newark Liberty International Airport and New York JFK and La Guardia Airports.

In response to the FAA’s decision last week to reduce the number of hourly slots available for general aviation operators at New York La Guardia Airport (LGA) from six to three, NBAA president and CEO Ed Bolen maintains that the FAA is emphasizing operational limitations at the airport instead of focusing on measures to increase capacity there.

Based on projections that airline flights at New York La Guardia Airport won’t return to their pre-September levels until the end of this summer, the FAA has extended the period for public comments on five long-term approaches to allocate capacity at LGA. The new comment period closes June 20.

New FAA Advisory Circular (AC) 93-1, “Reservations for Unscheduled Flights at High Density Traffic Airports,” effective October 1, provides details of the FAA’s overhaul of the general aviation slot-reservation process for  New York JFK International and La Guardia Airports, as well as Ronald Reagan Washington National Airport (when reopened to GA). Changes include a move to a 72-hr reservation window and an online slot-reservation system.

Jet Center La Guardia will take over the FBO leasehold at New York La Guardia Airport (LGA) on August 1. Signature, the incumbent at LGA, chose not to re-bid for the contract following a controversial exchange last year with the airport’s operator, the Port Authority of New York and New Jersey.

As expected, the FAA extended the reservation and slot program under the high-density rule at New York La Guardia Airport. The program, which includes a slot-reservation system for general aviation operations (six slots are available per hour between 6 a.m. and 10 p.m.), was set to expire January 1. The FAA has proposed a long-term rule in a notice of proposed rulemaking that would further limit the number of operations at La Guardia.

The comment period on a proposal to continue the reservation and slot program under the high-density rule at New York La Guardia Airport (LGA) closes December 29. The program, which includes a slot-reservation system for general aviation operations (six slots are available per hour between 6:30 a.m. and 10 p.m.), is currently set to expire on January 1.

The comment period on a proposal to continue the reservation and slot program under the high-density rule at New York La Guardia Airport (LGA) has been extended from October 30 to December 29, the result of requests the Air Transport Association, Regional Airline Association, Airports Council International and the Port Authority of New York and New Jersey.

General aviation operators at New York La Guardia Airport who are waiting eagerly for the expiration next January 1 of the reservation and slot program under the high-density rule shouldn't hold their breath.
