Flexjet appointed Jason Weiss as its new vice president of operations. In his new role, he is responsible for managing the fractional operator’s flight operations, training, technical operations, operations analysis and fleet management, the owner operations center and procurement. Weiss–who replaces David Gross, who is retiring from Flexjet after 13 years–comes from NetJets, where he was the vice president of crew resource planning.
India’s updated Defense Procurement Policy (DPP) for 2013 that was to be released in January is delayed by five or six months, a senior defense ministry official told AIN. The DPP governs the buying of military weapons and equipment.
The arrest of 11 members of an alleged Russian military procurement ring in Houston earlier this month was an exceptional but not isolated example of foreign interests attempting to acquire advanced technologies by skirting U.S. export control laws. “This is exceptional in the sense of the scale and scope. But these types of procurement networks are very common,” said Douglas Jacobson, an international trade attorney who specializes in export controls. “Efforts to procure a variety of U.S.[products] are common from Iran, from China, from other countries,” he added.

Cleveland-based Constant Aviation has named Jay Randall to the position of Great Lakes regional sales manager. Randall joined the company from Dallas Airmotive, where he was responsible for the sale of engine maintenance services specializing in the PT6A, JT15D, Spey and Tay for the Northeast and Great Lakes territory. Before that Randall was a maintenance manager for the Flight Options sales and acquisitions department. He will be responsible for selling maintenance, avionics, interior, parts and modifications/refurbishments in the Great Lakes region.
