In a notice of proposed rulemaking (NPRM) that reflects the universal nature of pilot fatigue, the FAA on Friday announced a plan to fight crew fatigue at Part 121 carriers by setting new flight time, duty and rest requirements.

Public comments about the FAA’s proposed mandatory helicopter routing over New York’s Long Island are overwhelmingly negative, according to the Eastern Region Helicopter Council (ERHC). Before the comment period closed on June 25, the FAA received 690 comments, 86 percent of which opposed the proposed rule.

The primary concern continues to be the questionable benefits to operators of ADS-B Out equipment compared with its purchase, installation and certification costs.

Yesterday the FAA published a notice of proposed rulemaking (NPRM) that would mandate that all helicopters transiting the Long Island area of New York VFR use the North Shore Route. A voluntary overwater route was created in 2008 to address area resident noise complaints. The new rule would require civil helicopters flying along Long Island’s northern shoreline to follow this overwater route between waypoint VPLYD and Orient Point.

The Environmental Protection Agency (EPA) released a pre-publication version of an Advanced Notice of Proposed Rulemaking (ANRPM) on lead in avgas. The ANPRM signals the agency’s intent to investigate lead emissions from general aviation aircraft further under the regulatory processes of the Clean Air Act. This ANPRM is a first step in a process that might lead eventually to regulations concerning the use of lead as an additive in avgas.

The Transportation Security Administration has completed the revision of the large aircraft security program (LASP) and the supplemental notice of proposed rulemaking is set to begin its circuit to the Department of Homeland Security and Office of Management and Budget for review, according to the agency.

The FAA issued a notice of proposed rulemaking (NPRM) that would revise the requirement for function and reliability (F&R) flight testing to include turbine-powered airplanes with an mtow of less than 6,000 pounds. The requirement adds significant costs to certification of new airplanes and is a threshold that the Eclipse 500 VLJ was able to remain under when it was certified.
