The FAA has issued a final rule that raises to 1,500 the minimum flight hours required by first officers for U.S. air carriers flying under Part 121 regulations, up from the current 250 hours. The new rules stem from a Congressional mandate following the 2009 crash of Colgan Air 3407, a Bombardier Q400, in Buffalo, NY. The rule also requires that first officers hold an ATP certificate and a type rating in the aircraft being flown.

The National Transportation Safety Board (NTSB) received a petition June 19 to reconsider its investigation of the July 17, 1996 crash of TWA 800, a Boeing 747 that exploded while climbing toward Paris shortly after takeoff from New York JFK International Airport. The Helicopter Association International (HAI) recently filed a petition with the U.S. Court of Appeals seeking to eliminate the mandatory North Shore Route for helicopters over New York’s Long Island. The FAA mandated the route in July last year after political pressure from U.S. Sen. Charles Schumer (D-N.Y.). HAI has long argued that the North Shore Route is unsafe and that its imposition violates several laws.

Aircraft charter and management firm Solairus Aviation is doubling the size of its San Francisco headquarters and has beefed up staffing at its East Coast offices. A 4,000-sq-ft expansion project at its California headquarters is already under way and is expected to be completed this summer. Meanwhile, Solairus hired three more charter sales people at its East Coast locations. Charter market veterans Brian Velelis and Tony Ciaravino will be based at its Manhattan regional sales office, while Lisa Denny will be based at its Washington, D.C.-area bureau.
