Ground delay program

The FAA plans changes to some procedures for flights into three Colorado airports for the 2013-2014 Christmas holiday season, according to the National Business Aviation Association (NBAA). Specifically, the FAA will discontinue use of its air-traffic slot-reservation program for Aspen Airport (ASE), Eagle County Regional Airport (EGE) and Garfield County “Rifle” (RIL) airports during this year’s November-through-January holiday season.

The FAA plans to manage traffic volume with other tools, including in-trail spacing and ground delay programs.

The FAA said last month that this summer it will greatly expand the airspace flow program (AFP), an initiative it implemented last summer to better manage airline delays associated with summer thunderstorms. In all, seven combinations were available for use last year, mainly to meter the flow of traffic to the Northeast. This year operators can expect 18 separate geographic possibilities when the program expands to the Midwest.

The first trial of the FAA’s new airspace flow programs (AFP) begins shortly, likely during the next occurrence of severe thunderstorm-related weather in the Northeast U.S. The AFP allows ATC to impose delays on traffic scheduled to fly through areas constrained by severe weather. Delays are designed to affect en route traffic only, not traffic for destination airports unaffected by weather.

On May 1, the FAA will implement a new air traffic management initiative called the Airspace Flow Program. To explain the AFP, the FAA recently released Advisory Circular 90-102. The AFP is used when severe weather constrains traffic in the Northeast, and affected pilots will receive an expect departure clearance time (EDCT) before takeoff, which helps ATC meter traffic through areas with severe weather.

Traditionally, the FAA has implemented a Special Traffic Management Program (STMP) for operations at NBAA Convention airports. However, for this year’s convention–to be held November 9 to 11 in Orlando, Fla.–local FAA facilities will manage departure demand without a reservation require- ment at nearby airports. For arrivals, the FAA will use a new type of ground delay program called GAAP, introduced in late 2004.

The effort began in May last year with the formation of a collaborative decision-making workgroup. The initiative, called the Airspace Flow Program, is meant to replace multiple ground delay programs in support of Swap (the severe weather avoidance program). An advanced session on the subject was on the agenda at the Schedulers & Dispatchers Conference in January.

After nearly a year of planning, the FAA is launching a new en route traffic-management tool called airspace flow programs (AFP). The goal of the AFP is to shift away from using ground delays at destination airports not affected by en route weather as a tool to manage traffic demand during severe weather.
