Following air traffic controller complaints, the FAA and NASA are reviewing changes to the software controlling the final approach spacing tool (FAST), one of the experimental Free Flight technologies being evaluated by the FAA (see story on page 110). FAST is designed to assign inbound aircraft to specific descent paths and runways to achieve a “balanced” flow at multi-runway airports.

The Bush Administration has proposed a $14 billion reauthorization budget for the FAA for fiscal year 2004, taking a bigger bite from the Airport and Airway Trust Fund but calling for no new user fees. The FAA spending plan is part of the overall Transportation Department budget package, and is up slightly from the $13.6 billion requested for FY 2003.

When the idea was initially being explored a number of years ago, FAA planners saw a use for automatic dependent surveillance-broadcast (ADS-B) only in Alaska, where the technology would allow aircraft operating beyond the reach of radar to develop their own position data using onboard GPS equipment, and then transmit that data to others in the region through either a microwave satellite uplink and downlink or ground-based VHF network.

Honeywell is warning lawmakers in Washington to stop stalling over plans for air traffic management (ATM) funding. By contrast, he said that their European counterparts have more quickly confronted the problem.

Balancing available technology with the inevitable shifts in what governments will spend to achieve incremental gains, it’s tough to say what the air traffic management (ATM) environment of tomorrow will look like. Weren’t we all supposed to be living in a Free Flight utopia by now?

Honeywell is calling for greater cooperationbetween the U.S. and Europe as the two prepare for the deployment of future air traffic management (ATM) technologies. Warning that capacity in the skies over North America could become stretched to the limit without such cooperation, Honeywell also asked lawmakers in Washington to get serious about ATM funding soon.
