The 10th edition of the Latin American Business Aviation Conference & Exhibition (LABACE) opens tomorrow at Congonhas Airport in São Paulo. Brazil’s civil aviation minister, Moreira Franco, and the commandant of the Brazilian air force, Air Brigadier Saito, are expected to be the guests of honor at the opening ceremony and ribbon cutting.

The wave of protests that has rocked Brazil since June has included opposition to government spending on airports, the blocking of airport access as a way to get attention, and also complaints by the aviation community about government failure to address its needs. In preparation for the 2014 soccer World Cup, stadiums have been built or renovated all over the country, and investments have been made in transportation infrastructure, including airports.
When Brazilian President Dilma Rouseff signed a decree in December last year permitting the private construction and operation of airports, it opened the way to major changes in the country’s airport infrastructure and operations, with São Paulo state as a primary launching pad.
Brazil’s first private business aviation airport received government approval when civil aviation minister Moreira Franco signed the authorization July 25 at ceremonies in São Paulo. The approval came a little more than six months after Brazilian President Dilma Rousseff signed a decree permitting the private construction and operation of airports.
Brazil put the B in BRIC, the acronym demarcating what have come to be perceived as the world’s most promising emerging markets: Brazil, Russia, India and China. And on this basis alone, there would seem to be a strong case for establishing the now decade-old Latin American Business Aviation Conference & Exhibition (LABACE) in São Paulo, Brazil.
“LABACE 2013 will take place once again at Congonhas Airport [in São Paulo, Brazil], on the announced dates of August 14, 15 and 16,” Ricardo Nogueira, executive director of organizer ABAG, told AIN late last week, just before Carnaval began in Brazil. “Infraero, which manages the airport, gave the green light” just last Wednesday, he said. Concerns about possible contamination from fuel tanks abandoned by bankrupt airline VASP prompted extensive testing and the delay.
