The contract between India and Russia to cooperate on the Brahmos supersonic cruise missile expires in February next year but is likely “to be renewed indefinitely by the end of [this] year,” an Indian Ministry of Defense (MoD) official, who did not wish to be identified, told AIN. “We’re partners. It’s not for us to divulge,” Shivathnu Pillai, CEO and managing director of BrahMos Aerospace, told AIN.

Indian commerce minister Anand Sharma announced the raising of the country’s cap on foreign direct investment (FDI) in 13 important industrial sectors, including defense. But while the defense industry was expecting the cap to be raised to 49 percent from the present 26 percent, Sharma said that defense proposals for more than 26 percent will be permitted only for state-of-the art technology.

Russia’s Ministry of Defense has issued a contract for the modernization of the Navy’s fleet of Ilyushin Il-38 maritime patrol aircraft. The Novella mission system will be installed in an unspecified but “large” number of aircraft serving in the Northern Fleet, making them Il-38Ns. Of the 59 aircraft produced between 1967 and 1972, some 18 are currently in operation. The work was initially planned for the Ministry of Defence’s aircraft repair plant No. 20 at Pushkino, but instead the MoD has contracted UAC’s Ilyushin and Myasishchev to undertake it at the Zhukovsky airbase near Moscow.

The Russian navy introduced the first of a planned eight Antonov An-140-100 twin turboprops at Ostafievo naval air station. This follows delivery of four similar aircraft to the Russian Air Force, three of which are based at Chkalovsky airbase. But it is still unclear whether the Russian ministry of defense will order the Ukrainian design in quantity.

The integration of the Indo-Russian BrahMos missile on 40 of the Indian air force (IAF) Su-30MKI fleet of combat aircraft is proceeding this year. The land- and ship-launched version of the highly maneuverable, supersonic, anti-ship cruise missile have already been tested successfully.

The first Sukhoi Su-30SM two-seat multirole fighter performed its maiden flight on September 21, followed four days later by the second Su-30SM. Sukhoi test pilot Sergei Kostin and navigator Pavel Malovechko served as the crew on both occasions. Flight durations were two hours and one hour 40 minutes, respectively, and both flights were uneventful. Both missions originated from the aerodrome of the Irkutsk Aviation Plant (IAZ) in Western Siberia. IAZ is the main manufacturing site for Irkut.

India will join Russia in the development of a fifth-generation fighter aircraft (FGFA) as well as a multirole transport aircraft (MTA). At a meeting in Delhi, the defense ministers of both countries confirmed the projects, although India has not yet signed a draft $300 million preliminary design contract for the FGFA. The MTA agreement was signed last month, when Hindustan Aeronautics Ltd.
