The Helicopter Association International (Booth No. 8632) launched a safety program designed to raise the bar for helicopter operators worldwide at Heli-Expo yesterday. Based on the new rotorcraft language in the International Standard for Business Aircraft Operations (IS-BAO), the HAI Accreditation Program accounts for mission-specific criteria for a wide range of helicopter operations.
Four industry operator organizations have written comprehensive amendments to the International Standard for Business Aircraft Operations (IS-BAO), to facilitate implementation of the safety standard by helicopter operators.
International Business Aviation Council (IBAC) representatives are offering two seminars during Heli-Expo to introduce operators to IS-BAO parameters. The seminars–Introduction to IS-BAO and the IS-BAO Auditor Accreditation Workshop–are available at the Helicopter Association International (HAI) Booth (No. 8632).
As usual, the Ebace conference agenda will be packed with topical deliberations on key issues facing Europe’s business aviation community. The theme for the 2011 Opening General Session is “Linking Communities and Economies,” but, as of press time, the roster of speakers had yet to be confirmed.
Many years ago, airline managers could occasionally be heard quietly grumbling that investments in safety were mostly a waste of money. But no longer. Today, it’s regarded throughout aviation as an essential cost of doing business, with a valuable payback in real safety enhancement, customer confidence and, occasionally, for members of IBAC's IS-BAO program, in cash as well.
There are many resources available for SMS implementation. Of course, any operator can peruse FAA Advisory Circular 120-92A for the particulars and use that to create an SMS. Even in regulatory climates where SMS is required, as will be the case in Europe next year, there is no requirement to use a particular system to create an SMS. IS-BAO is internationally recognized, however, and may be easier for authorities to understand.
HAI is poised to launch a helicopter safety accreditation program for small operators and is currently in negotiations with the International Business Aviation Council (IBAC), which helped develop the International Standard for Business Aircraft Operations (IS-BAO).
With an attendance expected to be within 1 to 3 percent of last year’s more than 17,000 and the increase in exhibitors filling the floor of the George R. Brown Convention Center, Helicopter Association International chairman Mark Gibson said the association is optimistic about this Heli-Expo.

ARG/US International has announced acceptance of the International Standards for Business Aircraft Operations (IS-BAO) to meet the audit requirements of its charter operator rating system. IS-BAO is managed by the International Business Aviation Council (IBAC). The acceptance by ARG/US is considered a significant advance toward a single audit standard for business aircraft operators.
