Russian air traffic management officials have confirmed that the Moscow area’s new, long-awaited ATC center at Vnukovo Airport will not be commissioned for two more years. The delay is the result of extended testing of new ATC software. The software is currently running alongside an ATC system created in the 1970s to be certain it operates as planned. Construction of the ATC facility began three years ago.

A new FBO is in the approval stages for Norwood Memorial Airport, Mass. Charter operator Boston Executive Helicopters expects to break ground next month on a 15,000-sq-ft complex to include hangar space, crew offices and a dedicated passenger lounge for tenant based customers, as well as a terminal and hangar space for transient aircraft. The facility also expects to offer a 24-hour jet-fuel self-service pump. A summer opening is scheduled. Currently the airport is served by one FBO, FlightLevel Aviation.

Privately owned asset management company Black Forest Ventures has purchased the Galaxy Air Services FBO at Lone Star Executive Airport in Conroe, Texas. One of three providers on the Houston-area county-owned airport, Galaxy was created in 2006, and its new owners plan to move it to a larger facility currently under construction on the southeast side of the airport, near the end of Runway 14-32. Black Forest was selected after a formal RFP process to create a new FBO at the airport, and was awarded a 40-year lease on the new 15-acre site.

Bristol Flying Center (BFC), the aviation services provider at the UK’s Bristol Airport, has completed an expansion after its parent company signed two handling contracts, one of them with a regional airline that handles Airbus corporate business. The FBO expects to see its annual passenger numbers increase 1,700 percent as a result of the agreements, which take effect this month. The company has completed two new passenger lounges and a separate crew lounge, along with new security screening facilities and redesigned reception areas in its 6,500-sq-ft terminal.

Brazilian service provider Colt Aviation has begun construction of a new $12 million FBO at Rio de Janeiro’s Galeão-Antonio Carlos Jobim International Airport. The 215,000-sq-ft facility will include a 5,300-sq-ft VIP lounge with a private entrance, meeting rooms, a 200-space car park and two hangars, one of them earmarked for maintenance. According to the company, construction is set to begin next month, and the new FBO will be ready by mid-year. Galeão is the second busiest airport in Brazil and has the South American nation’s longest runway, at more than 13,000 feet.

Sittman Aviation, an FBO at Hawkins Field (HKS) in Jackson, Miss., has been sold to All About Planes, which will lease the facility to FBO Aero Jackson, which in turn will consolidate as the sole provider on the field. Hawkins serves as a reliever airport to Jackson-Evers International less than 10 miles away and features a 5,300–foot-long primary runway.

Brunswick Executive Airport (BXM) in Maine is receiving a $25 million upgrade via the FAA’s Military Airport Program. Improvements include energy-efficient lighting systems for the single active runway (1R/19L), freshly painted markers and new signs to improve taxiing guidance for pilots. Construction has begun on 20 T hangars, and a segmented circle is also in the works. The airport has also acquired new snow removal equipment. Instrument approaches (ILS and GPS) and AWOS are now up and running. Meanwhile, some taxiways have been renamed to comply with current FAA standards.
