With general aviation regulations in India caught up in a web of complex rules, the industry has expressed a need for a stable regulatory framework that would allow it to grow in a sound, more straightforward regulatory regime. Addressing this, an ICAO-led group drafted a set of recommendations for a policy on general aviation–including fixed-wing aircraft, helicopters and seaplanes–and submitted them to the Ministry of Civil Aviation in April 2012.

The Irish Aviation Authority (IAA) has rebuffed attacks on its safety record made in the Scandinavian media in relation to Norwegian Air Shuttle’s controversial plan to operate under an Irish air operator certificate even though none of its services will depart from Ireland. The authority condemned what it said are “misguided” statements.
Thai Civil Aviation Authority auditors have completed the appraisal of independent complete aircraft spares support specialist AJW Technique’s facility in Montreal. The audit comprised a review of quality systems and processes; no areas were in need of corrective action.
The U.S. Federal Aviation Administration has downgraded its International Aviation Safety Assessment (IASA) program rating of India from a Category 1 to a Category 2 based on a recent reassessment of the country’s civil aviation authority. Under Category 2, India’s airlines can continue to fly existing service to the U.S., but they cannot establish any new service until the FAA reinstates the country’s Category 1 status.
The Malaysia Department of Civil Aviation has given repair station approval to the Bombardier Aircraft Service Center in Singapore. The facility is Bombardier’s tenth factory-owned service center and, with the Amsterdam, Netherlands facility, the second outside North America.
The Singapore facility, which entered service at the end of last year, will be inaugurated during the Singapore Airshow.
Bell Helicopter has received approval by the Civil Aviation Authority of Singapore (CAAS) to perform maintenance and customization on Bell 206s, 407s and 429s under the certification of Transport Canada. The authorization includes scheduled and unscheduled maintenance; inspections, repair or recertification; component replacement; incorporating airworthiness directives, service bulletins and technical bulletins; incorporating STCs or servicing instructions; and helicopter disassembly and re-assembly.
Brazil’s civil aviation authority, Agência Nacional de Aviação Civil (ANAC), approved Blackhawk’s XP42A performance upgrade for the Cessna 208A Caravan. ANAC’s certification follows similar approval from the FAA in June that permits the engine upgrade on the Cessna 208A in the U.S. The XP42A mod includes a new 850-shp Pratt & Whitney Canada PT6A-42A; Hartzell four-blade propeller; composite cowling; high-efficiency inlet duct; larger oil cooler; and two new exhaust stacks. Blackhawk claims the package increases climb rate by 24 percent and cruise speed by 9 percent.
Duncan Aviation’s location in Provo, Utah, has been designated by Mexico’s Directorate General of Civil Aviation as an approved aircraft maintenance organization. In addition, the company’s Battle Creek, Mich. location recently received approval from the Bermuda Department of Civil Aviation. Besides the FAA, Duncan Aviation’s locations in Lincoln, Neb., Battle Creek and Provo hold certificates from 10 more civil aviation authorities around the world.
The FAA is adopting a new airworthiness directive for the Embraer Phenom 300. The Agência Nacional de Aviação Civil, Brazil’s civil aviation authority, has issued an emergency AD stating cracks in the stator pressure plate of the brake assembly have been found that could lead to loss of brake parts on the runway, reduced braking capability and possible runway excursion. Corrective action requires an inspection for cracks, with repair or replacement as necessary.
The UK’s Civil Aviation Authority (CAA) has launched an industry-wide project to identify smaller airports within Britain that could benefit from the development of new instrument approach procedures. All industry sectors from airport managers to air traffic controllers to pilots and commercial operators are encouraged to offer suggestions on potential airport recipients.
