Pilots spend an extraordinary amount of time worrying about their jobs, and this is understandable, given the dramatic cutbacks in business aircraft travel during the current recession. The loss of pilot, mechanic and flight operation jobs is unprecedented, and thus it is not surprising that pilots often discuss ways to save their operations money.

Two NTSB board members announced their resignations last month. Kathryn “Kitty” O’Leary Higgins is resigning her position effective August 3 to “pursue opportunities in the private sector.” Acting chairman Mark Rosenker also announced his resignation but said he will delay his departure until a new chairman and an additional Board member are confirmed to ensure a quorum remains at the NTSB.
Aircraft manufacturers last year were struggling to build their service networks and capabilities to help a growing number of operators worldwide keep their aircraft flying safely and efficiently. Order backlogs were at record highs and manufacturing and product support resources were stretching thin.
Former NetJets Europe and Tag Aviation executive David Carlisle has set up his own company, ETS Aviation, to help aircraft operators comply with Europe’s new emissions trading scheme (ETS). Working with partners to develop a two-pronged solution, he is offering specialist software to allow operators to calculate their emissions tally and an online process for getting their emissions reports verified independently as required under the ETS.
Aircraft operators who will be subject to Europe’s new emissions trading scheme (ETS) beginning Jan. 1, 2012, need to start preparing now to be part of this complex process. Pre-compliance emissions monitoring will be conducted for flights in 2010 and 2011 and to be part of this phase operators need to submit a monitoring plan likely by November and have it approved by year-end.
The UK government is considering a demand from the European Commission (EC) that it change its tax legislation to remove an exemption from value-added tax (VAT) for privately operated aircraft weighing more than 8,000 kilograms (17,636 pounds). On June 25, the EC “formally re-quested” through a so-called “reasoned opinion” that Britain bring its VAT rules in line with those of the 27-state European Union.

On June 18, a Learjet 40XR (N988AL) suffered severe damage at Fort Worth’s Meacham International Airport after technicians reported a stuck engine throttle while taxiing during an engine run. According to airport manager Bill Welstead, the aircraft was throttled up after leaving Turbine Engine Specialists when the technicians in the cockpit noted that the engine control on the left engine was stuck.
Although the House removed from H.R.2454, the “American Clean Energy and Security Act of 2009” (ACES), a provision that would have set carbon emissions standards for new aircraft and new aircraft engines, business aviation advocates are worried about the law’s impact on their operations.
