The FAA’s new final rule allowing pilots to update navigation and avionics databases took effect on January 28. The rule covers “updating of databases used in self-contained, front-panel or pedestal-mounted navigation equipment.”

Airport perimeters are the weak links in the nation’s aviation security efforts, warns former Transportation Secretary Norm Mineta, now a vice chairman with Hill & Knowlton Strategies.
The ease with which anyone can penetrate an airport perimeter may shock those familiar with today’s elaborate security inside terminals, Mineta wrote recently in an op-ed article for The Washington Post. In Philadelphia last year, a driver crashed through a gate and onto a runway. There were similar “near-catastrophes” in Miami and Dallas, he said.
Craig Fuller, president and CEO of the Aircraft Owners and Pilots Association (AOPA), will step down from his position as soon as a successor is identified. The association also promoted Sean Collins from manager of the pilot information center to eastern regional manager.
Airports Council International-North America (ACI-NA) president Gregory Principato intends to step down from leadership of the association at the end of June.
Arinc Direct, which provides flight-planning services online, continues to develop functionality for both its PC-based and newer iPad-based service. Company director James Hardie told AIN last month that the service offering has been enhanced, with synchronization of data between two iPads in the cockpit now possible using Bluetooth, plus real-time Cloud synchronization of data.
As Europe begins the phased introduction of new datalink standards for aircraft and ATC (above FL285), Arinc Direct continues to play a leading role in future datalink standards (effectively the next-generation Acars).
So-called controller pilot datalink communications (CPDLC) requires aircraft to be able to communicate with ATC using VHF datalink (VDL) Mode 2, akin to text messaging of requests and clearances (although voice communications will still be used as a back-up).
Part 135 flight and duty regulations are not yet on the front burner of aviation rulemaking, John Duncan, deputy director of FAA Flight Standards Services, told attendees at the Air Charter Safety Foundation (ACSF) safety symposium last month. The agency has a full plate writing new regulations because of congressional mandates included in the “Airline Safety and FAA Extension Act of 2010.”
Bombardier relies heavily on a new factory in Belfast, Northern Ireland, run by its Short Brothers subsidiary for CSeries wing production. Built with the help of £60 million ($90 million) from the UK government, the 600,000-sq-ft plant on the northwest side of Belfast City Airport’s runway specializes in new resin transfer infusion (RTI) fabrication techniques refined at other Bombardier plants in the region, in Dunmurry and Newtownabbey.
Satcom Direct held its 9th annual conference in early February, bringing together not only its own customers but also a variety of hardware manufacturers and other companies that benefit from and provide services via satcom. The conference grows every year and is evidence that the steady pace of satellite communications development has led to a greater variety of airborne telecom services–and even some reductions in pricing–for aircraft operators.
