The Transportation Security Administration (TSA) once again failed to meet its deadline to finalize the repair station security rule. The agency’s inaction means that the FAA remains under a moratorium on certifying foreign aviation repair stations that has been in place since 2008.

Dallas Airmotive’s regional turbine center (RTC) at Singapore’s Seletar Airport completed its first major periodic inspection (MPI) on a Honeywell TFE731 engine. The Singapore RTC is the only suchfacility in the region authorized to conduct the major mid-point health examination on that engine.
Barco has introduced a new 12-inch primary flight display designed for business jet cockpits. Weighing only 4.5 pounds (the lightest in its class, the company claims), the DU-1200 was tailor-made for Honeywell’s upgraded Apex cockpit suite and is slated to enter service next year.
With the Paris Air Show as a backdrop, Rockwell Collins launched HeliSure, a line of situational awareness products for helicopters operating in increasingly congested and hazard-filled airspace. HeliSure delivers sensor data in real time through an intuitive user interface that features 3-D visualization.

The U.S. National Air Transportation Association (NATA) has honored Flexjet’s maintenance organization with a third consecutive Five Star Award, the association’s highest recognition offered for aviation maintenance technician training. To secure this standing, a company must have at least 90 percent of its AMTs participate in a qualified training program and complete a minimum of 12 hours of education per year. Flexjet achieved 100-percent participation from its maintenance technicians.
Duncan Aviation has appointed Shawn Schmitz to the position of turbine engine tech rep for Honeywell and Rolls-Royce engines. Schmitz joined Duncan Aviation in 2001 after serving six years in the U.S. Marine Corps, stationed in Yuma, Ariz., with two deployments to Japan. He most recently served as the team leader for the Duncan Aviation engine line shop.
Neil Gallagher has joined Winner Aviation as its vice president of maintenance. In this newly created position, he will be responsible for the growth of the maintenance division by expanding Winner Aviation’s product line of aircraft maintenance services for current and prospective customers as well as developing new products and services. Gallagher began his career in 1984 as an F-16 mechanic and subsequently worked for Eastern, Midway and Airborne Express Airlines.
