Awash with negative comments regarding its proposed air carrier contract maintenance requirements rules, the U.S. Federal Aviation Administration has extended the original February 11 comment period to March 13. The proposed rule would change the maintenance regulations for domestic, flag and supplemental operations, and commuter and on-demand operations for aircraft type certified with 10 or more passenger seats (excluding any pilot seat).

Lufthansa Technik Switzerland in Basel has been unable to sustain its operations and will be closing its two line maintenance and logistics services businesses at the end of April.

“We will no longer have any operations at Basel Airport. We’re leaving the facility permanently,” a spokesman for the MRO told AIN. According to the company, the plant closure will lead to 31 job terminations, though another 29 employees will transfer to Swiss at the Basel site.

The FAA has approved Shanghai Hawker Pacific Business Aviation Centre (SHPBASC) as an overseas repair station. This makes the FBO at Shanghai’s Hongqiao International Airport the first dedicated business aviation support facility to hold this Part 145 approval in mainland China. Satcom Direct of Satellite Beach, Fla., will be touring the U.S. during June and July to promote new products and features, including updates on new mobile applications, maintenance training and troubleshooting.

Free training for Satcom Direct users includes hands-on work in the Satcom Direct mobile lab, a 40-foot Monaco Diplomat Coach, and features services from satellite providers Inmarsat, ViaSat Yonder and Iridium.

Duncan Aviation added an upgraded hydraulic Skydrol test bench to expand capacity and capabilities for large aircraft and to move in-house work that had been outsourced. “The addition will increase the efficiency of our component capabilities for landing-gear projects and add more than 100 part numbers to Duncan Aviation’s hydraulic support team, especially in the Challenger and Global markets,” said Marty Lincoln, accessories manager at Duncan Aviation’s Lincoln, Neb., location.

Three de Havilland Canada DHC-6-300 Twin Otters operated by Tac Air out of Coronado, Calif., are getting a new outlook on life thanks to Pacific Coast Avionics. The Aurora, Ore. company has a contract to design and install custom panels and a new avionics system. The aircraft are used for civilian and military jump training.

StarPort has named Roscoe Armstrong its COO. He will be responsible for the day-to-day operations of StarPort, including aircraft maintenance, avionics, paint, interior and FBO services. Armstrong has more than 30 years’ administrative experience with aviation services companies and has held key management positions in both government and commercial aviation sectors, including stints with USDOJ/DEA Air Wing, L-3 Communications, TXI Aviation and the FAA.

Dean Athans has been named president of the Engine Alliance, succeeding Mary Ellen Jones, who is returning to a senior leadership position at Pratt & Whitney. Athans joins Engine Alliance from the GE Power & Water Aero Derivatives business, where he led the LMS100 power turbine product line since 2010. Before that, Athans spent 25 years at GE Aviation, where he held many technical, operation and commercial leadership roles.

A new airworthiness directive for the MD Helicopters MD500N, MD600N and MD900 requires determining the cure date for each Notar fan blade tension-torsion strap (T-T strap). The purpose is to establish a calendar-time retirement life, mark each T-T strap with the expiration date, create a component record card and revise the airworthiness limitations section of the maintenance manual.
