Development delays with software for the Garmin avionics suites for Cessna’s new Citation M2, Sovereign and X will push back first deliveries by a few months. During a conference call yesterday on second-quarter earnings at Cessna parent Textron, chairman and CEO Scott Donnelly said that deliveries of the M2 and the Sovereign will now start during the fourth quarter of this year, instead of the third quarter as had been planned. Deliveries of the new Citation X will now not begin until “early next year.”
The House of Representatives passed the Small Airplane Revitalization Act of 2013 on July 16. A companion bill has already been introduced in the Senate.
The FAA’s NextGen ATC modernization program could be stalled by substantially reduced funding. In June, the House appropriations committee released transportation funding legislation for Fiscal Year 2014 that would reduce the FAA’s capital funding account, which supports NextGen programs, to its lowest level since 2000.
At a House aviation subcommittee hearing yesterday, it was revealed that the $2.1 billion allocated for the FAA’s facilities and equipment account is 22 percent below the agency’s request and less than Congress provided in the current fiscal year.
The FAA has issued a final policy statement that permits general aviation airports to enter into residential through-the-fence (RTTF) agreements with property owners or associations representing property owners. To gain access, the property owner is required to pay access charges; bear the cost of building and maintaining the infrastructure necessary to provide access to the airfield; maintain the property for residential, noncommercial use for the duration of the agreement; prohibit airport access from other adjacent or nearby properties; and prohibit any refueling on the property.
Runway 16R/34L, the primary runway at Van Nuys Airport in southern California, is closed until July 26 at 11:59 p.m. The closure is part of a $20.5 million improvement program, which includes asphalt milling and paving of more than 4,000 feet of the center section of the runway. Runway 16L/34R (4,000 feet long) remains open as normal (closing at night from 10:45 p.m. to 6 a.m.). Pilots are urged to check notams before flying to Van Nuys. The runway improvement project will be completed in August.
Online aviation real estate resource Hangar Network has signed a deal with Signature Flight Support to market available hangar and office space at the BBA Aviation subsidiary’s U.S. locations. Flight departments or individuals looking for aircraft storage or office space at nearly any U.S. airport can visit the company’s website to search for available space using an interactive map or by entering the airport code. As part of the deal, Signature will incorporate a direct link to the site on each of its location’s web pages.
TAG Aviation (UK) has become the first UK operator to receive CAA authorization to use Apple iPads as Class 1 electronic flight bags. TAG pilots are replacing paper documents and charts with iPad apps such as Vistair DocuNet (a document management and distribution program) and Jeppesen Mobile FliteDeck (terminal charts and other aeronautical documents). TAG Aviation is planning to seek regulatory approval for paperless cockpits in other countries where it holds air operator certificates, including Switzerland, Spain, UAE (Bahrain) and China (Hong Kong).
The Equipment Leasing & Financing Foundation has released the results of a survey of financing experts, “to reveal and analyze the collective thinking of business aircraft lenders, lessors and investors (financiers) about the future of their industry in 2013 through 2016.” In general, “Financiers think the worst effects of the recession and financial crisis in 2008 are behind them and that business is picking up.” The report concludes, “business aircraft will gain altitude in 2013 through 2016 and ultimately ascend to an active (if not robust) transactions market during th
