The FAA’s final rules on air-tour operators, scheduled to be published next Tuesday, ease some of the more controversial requirements that were part of the original notice when it was proposed in October 2003. Most significantly, air-tour operators that fly within 25 miles nonstop to and from the same airport will be able to continue to fly under Part 91 instead of Part 135 or Part 121, as had been proposed.

Net sales for Flight Options increased in the fourth quarter of last year compared with the same period in 2005, but the fractional provider recorded an operating loss quarter-over-quarter. Nevertheless, parent Raytheon stands by the company. “Flight Options essentially met or exceeded all the operational objectives that we had in place,” said Raytheon CFO Dave Wajsgras.

The FAA issued a notice of proposed rulemaking (NPRM) yesterday that seeks to update, modify and clarify Parts 61 and 141, the sections devoted to pilot and flight instructor training and certification. The majority of the more than 200 proposed changes are minor, though there are more significant changes, such as the addition of night-vision-goggle training requirements, as well as changes to instrument currency requirements.

General Dynamics (GD) announced this morning that on April 9, Joseph Lombardo will become executive v-p of its aerospace business group and president of subsidiary Gulfstream Aerospace. He will succeed Bryan Moss. Lombardo, 58, has been Gulfstream’s COO since 2001. Moss, 66, who has been Gulfstream president since 2003, will become president emeritus of Gulfstream, a new position.
