Ignore all of the comments and implement the rule as written
Take some of the comments into consideration, but implement the rule with only minor changes
Take many of the comments into consideration and make major changes to the rule
Start over from scratch and come out with a new proposal without additional industry input
Scrap the proposal and form a joint industy/government aviation rulemaking committee to forge a new one
