The reintroduced Los Angeles Residential Helicopter Noise Relief Act has little chance of being enacted, according to government information website GovTrack.us. S.208 seeks to force the FAA to impose regulations governing helicopter operations in the Los Angeles area. GovTrack.us estimates that the bill has a 4-percent chance of getting out of committee and a 1-percent chance of being enacted.

Italian police arrested the current and former CEOs of AgustaWestland on bribery charges this morning and raided the company’s Milan headquarters. Giuseppe Orsi, who served as the helicopter manufacturer’s CEO until December 2011 and is currently head of its parent company, Finmeccanica, was taken into custody, while current AgustaWestland CEO Bruno Spagnolini was placed under house arrest.

Comments by President Obama’s press secretary that tax depreciation schedules constitute “loopholes” for corporate jets ignited a blitzkrieg of return fire from general aviation on Tuesday. Pete Bunce, chairman and CEO of the General Aviation Manufacturers Association, declared that politics in Washington continues to demonstrate that facts can be conveniently overlooked when one is trying to point fingers and score sound bites.

In a decision opening the way for Hawker Beechcraft to emerge from Chapter 11 bankruptcy in the second half of this month, the U.S. Bankruptcy Court approved the Wichita OEM’s joint plan of reorganization late Friday. “[This] ruling marks the final significant step in the restructuring process,” said Hawker Beechcraft CEO Steve Miller.

Prompted by a scathing audit report by the Transportation Department inspector general about the ineffective implementation of its wildlife hazard plans, the FAA is analyzing comments it received on three draft advisory circulars. One of the ACs is new, but the other two are revisions of existing ACs.

When the 113th Congress commenced last month, Rep. Bill Shuster (R-Pa.) was officially confirmed as chairman of the House Transportation and Infrastructure (T&I) Committee. One of the largest committees in Congress, T&I currently has jurisdiction over all modes of transportation: aviation, maritime and waterborne transportation, roads, mass transit and railroads.

While many people breathed a sigh of relief when Congress pulled the nation back from the so-called “fiscal cliff” at the beginning of the new year, most of those who were following the contretemps didn’t realize it was mainly political theater.

“While we are pleased Congress made some headway on tax elements to avert the fiscal cliff, we are concerned that they could not agree to a long-term solution to fix a problem no serious person wants: sequestration,” said Aerospace Industries Association (AIA) president and CEO Marion Blakey.

America’s airports will require more than $71 billion worth of essential infrastructure programs over the next five years, according to a report released this week by the Airports Council International-North America (ACI-NA). That total is down by 11 percent over the organization’s previous study, which covered 2011 to 2015, a decrease attributed to the current challenging economic conditions, airline consolidation and capacity reductions and projects completed or postponed beyond the report’s horizon.

Hawker Beechcraft’s key creditors voted “overwhelmingly” on Friday to approve the Wichita-based aircraft manufacturer’s proposed joint plan of reorganization as part of its efforts to emerge from bankruptcy. JPMorgan Securities and Credit Suisse Securities will jointly structure, arrange and syndicate $600 million in exit financing for the post-bankruptcy standalone company, Beechcraft Corp.
