At a February meeting of the Teterboro Users Group (TUG), held just a couple of weeks after the Challenger 600 accident at the New Jersey airport, safety issues were the chief items on the agenda. The association briefed members on runway incursions and departure procedures and the steps the airport is taking to address those issues.

Higher altitude procedures are now in place to reduce low-altitude flying over Lake Michigan by aircraft operating to and from several satellite airports near Chicago. The Chicago Area Business Aviation Association has been working with the FAA to eliminate ATC’s routine routing of many flights over the lake at 4,000 feet.
Congress granted an additional 30 days (to April 1) for federal security agencies to submit a report on actions that would be required to open Ronald Reagan Washington National Airport to general aviation. The report was supposed to have been completed by March 1.
The FAA is reviewing a proposed noise-compatibility program for Dannelly Field, Montgomery, Ala. The program, being developed under FAR Part 150, is scheduled to be approved or rejected no later than August 27. Comments may be submitted until April 29. Swissport Executive Aviation has opened a business aircraft handling operation at Nairobi Jomo Kenyatta International Airport. The Kenyan operation is the Swiss group’s third business aviation facility in Africa, with bases already having been established in South Africa and Tanzania with its local partner DAHCO.
Van Nuys Airport, Calif., the busiest general aviation airfield in the world and already subject to a noise curfew applicable to Stage 2 and “noisier” Stage 3 airplanes, is now the target of an “attempt to implement multiple proposed noise and access restrictions,” according to Los Angeles World Airports (LAWA), the operating authority for VNY.
Tokyo’s Nagoya Airport remained on schedule to become Japan’s first hub facility dedicated to business and commuter aircraft. The airport is expected to serve its last major airline flight at approximately 10 p.m. on February 16. All airliners will be ferried that night to the new Central Japan International Airport. The Aichi local government will take over operation of Nagoya at midnight.
The British government has cleared the way for new runways to be built at London Heathrow and Stansted Airports. In a long-awaited white paper released on December 15, transport secretary Alistair Darling provisionally approved the construction of a second runway at Stansted Airport in the 2011 to 2012 time frame and the addition of a fourth Heathrow runway in the 2015 to 2020 period.
The FAA is reviewing a proposed noise-compatibility program for Louisville International Airport, Kentucky. The program, being developed under Part 150, is scheduled to be approved or denied no later than May 16. A preliminary review indicates that it meets all the requirements, according to the agency. The Transportation Security Administration (TSA) is now expected to issue an informational circular early this spring on security recommendations for general aviation landing facilities. Pam Hamilton, TSA director of aviation initiatives, said the agency hopes to issue the informational circular by March or April, although it could conceivably come sooner.
