Following up on a tentative agreement reached nearly nine months ago, Raytheon Aircraft and NetJets signed a contract for the purchase of 50 Hawker 4000s (née Horizons) for the latter company’s fractional fleet. In addition, there is a separate 10-year guaranteed maintenance program. Raytheon Aircraft said the combined total value of these contracts will exceed $1 billion, the largest single commercial order in the company’s history.

Spill prevention, control and containment (SPCC) rules for fuel trucks and fuel farms will be significantly eased under two proposals published yesterday by the Environmental Protection Agency. The first proposal extends the compliance date from Aug. 18, 2006, to Oct. 31, 2007, for FBOs and other fueling providers to implement SPCC plans. However, the date for submitting those plans to the EPA remains February 16 next year.

EADS Socata today unveiled the TBM 850, a slightly faster, re-engined version of its TBM 700 turboprop single. The new model will have a maximum cruise speed of 320 knots, 20 knots faster than its predecessor thanks to a higher-power 1,825-shp Pratt & Whitney Canada PT6A-66D engine (derated to 850 shp). The TBM 700 is powered by a 1,583-shp PT6A-64 derated to 700 shp.

The FAA has scheduled public meetings on its proposal to make permanent the so-called temporary restrictions and the current air defense identification zone (ADIZ) in the Washington, D.C. metropolitan area. The meetings, presented by a panel of representatives from the FAA and other government agencies, will be held on January 12 at Sheraton Columbia Hotel, Columbia, Md., and January 18 at the Washington Dulles Airport Marriott.
